Breathing Space Scheme

The Breathing Space scheme (Debt Respite Scheme Regulations 2020) is designed to give residents in Cardiff temporary relief from creditors. If you're eligible, you can get up to 60 days of protection where creditors cannot take enforcement action, contact you, or add interest and charges. This is especially relevant given the high levels of household debt in the UK.

Additionally, there is a Mental Health Crisis Moratorium which lasts for the duration of your mental health treatment plus 30 days. It provides a crucial window to focus on your mental health and find a sustainable, long-term debt solution without the immediate pressure from lenders.

Debt Relief Orders (DROs)

A Debt Relief Order is a low-cost alternative to bankruptcy for people with relatively low levels of debt and few assets. As of April 2024, the limits and fees have become much more accessible.

Who is it for?

For Cardiff residents with under £50,000 of qualifying debt, less than £75/month spare income, and assets under £2,000. Learn more in our DRO explained guide.

How it works

Your debts are frozen for 12 months. If your situation doesn't improve, the debts are written off. The application fee is now £0.

Council Tax and Priority Debt Support

It's vital to distinguish between priority and non-priority debts. Priority debts, like Council Tax, have much more severe consequences if left unpaid. You should prioritize them when setting up your finances with a budget balancer.

If you fall behind on Council Tax in Cardiff, local authorities can agree to specific payment arrangements. You should also check if you are eligible for the Council Tax Reduction scheme. Prioritising these ensures you don't face extreme enforcement actions and helps you stop debt collectors from visiting your home.

Energy Debt Support

Energy arrears are another form of priority debt. Ofgem protections ensure suppliers must help you set up an affordable repayment plan. Additionally, you may qualify for the Warm Home Discount (£150) to offset winter electricity costs.

Importantly, the 12-month back-billing rule prevents suppliers from billing you for energy used more than a year ago if they were at fault for not sending a bill. If you're struggling, getting free debt advice is essential. After clearing arrears or completing an insolvency option like an IVA, you can head over to our credit rebuilders hub for your next steps.
